Anoka County Ditch 53-62 Resource Management Plan
The Rice Creek Watershed District has developed a Resource Management Plan (RMP) for the watershed of Anoka County Ditch (ACD) 53-62 in Blaine. The purpose of this RMP is to satisfy the Rice Creek Watershed District’s own petition to repair Anoka County Ditch 53-62 (ACD 53-62) and to provide a resource and conservation-based framework for aquatic resource management within the ACD 53-62 watershed area.
This RMP uses a provision in the Minnesota Wetland Conservation Act (WCA) for the creation of a Comprehensive Wetland Management Plan (CWMP). A CWMP allows the wetlands of entire watershed to be managed to meet the goal of no net loss of wetland function. The RMP was also written with the input of federal agencies implementing Section 404 of the Clean Water Act. The goal is to mesh both state and federal wetland laws in a way that provides more efficiency and consistency in individual project permitting. Another key element of the RMP is its link to the Golden Lake TMDL. The water quality goal for Golden Lake can be achieved by implementing the RMP Rule and targeted BMP’s.
Two plans have thus far been developed for the watershed of ACD 53-62. The first generation plan known as the Village Meadows CWMP, is a smaller 1,200 acre planning area adjacent to Lexington Avenue and 109th. The Village Meadows CWMP was approved by BWSR in 2004. The RMP covers the remainder of the 53-62 drainage area north of Interstate 35W, entirely within the City of Blaine.
