Public Hearing regarding Ramsey County Ditch 4 Repair Report & Water Management District 12-07-2023

Please take notice that the Rice Creek Watershed District, Drainage Authority for Ramsey County Ditch (RCD) 4, will hold a public hearing regarding the repair of RCD 4 and the establishment of Water Management District (WMD) charges to pay a portion of the cost of repairs on RCD 4. The public hearing will be held on Thursday, December 7, 2023, at 6:30 p.m. in the Roseville City Hall Council Chambers, 2660 Civic Center Dr, Roseville, MN.

The estimated cost of repair of RCD 4 is $235,315 and will be allocated as follows: $141,709 to properties within the drainage area of RCD 4 according the WMD charges and $93,605 to the Rice Creek Watershed District by ad valorem tax to all properties located within the Watershed District. Individual charges to affected state, county, or municipal governments are as follows: State of Minnesota $9,595.92, Ramsey County $3,466.87, City of Roseville $15,291.72.  Comments can be directed by email to Ashlee Ricci at 763-398-3082 or by email (preferred) at aricci@ricecreek.org or mailed to the above address.

In addition, by a declaration under Minnesota Open Meeting Law Section 13D.021, all meetings of the RCWD Board of Managers are in person and public while recognizing that a Manager may, based on advice from a health care professional, have a legitimate reason for not attending a meeting in a public place in person, such as COVID-19 exposure or infection, and in such circumstances may participate in the meeting remotely.
